Sharmeen Soneya Murshid, a sociologist who graduated from University of Warsaw in 1981, is an institution builder with a vision to reorganize communities based on the idea of participatory and inclusive governance. She established Brotee in 2001 and as its CEO has devised and presided over programmes driven by the ancient philosophy of Atma Shakti - ‘start with what you know and build on what you have’.
Her innovation, the participatory methodology for community governance, Gonokriya Gobeshona (GKG) or Collective Action Research (of the poor), has seen success in realising a holistic approach to community wellbeing, human rights defense and resilient SDG villages.
Years of experience in community-led activities prepared Sharmeen S Murshid for Social Business since 2010. She started the Social Business Wing of Brotee in 2021 and began several pilot actions.
She pioneered making surface water potable in Bangladesh through an Ecological River Water Treatment Plant in an arsenic affected region, which is also her first social business success story.
A freedom fighter, Sharmeen S Murshid's works are inspired by an eco-feminist outlook while her role has extended over the years as she has involved herself in activities aimed at strengthening electoral systems and governance, ensuring ecological well-being and building self-governing communities, across the country, especially the marginalised ethnic groups whose language and culture are in need of protection.

Dr. Mohammad Abu Yusuf joined Ministry of Social Welfare on 18 August 2025 as Secretary. Before joining Ministry of Social Welfare, he was Additional Secretary in the Finance Division under the Ministry of Finance.
Dr. Yusuf holds a PhD in Management (on WTO services trade) from Monash University, Australia. He also completed an MBA in Managerial Finance. Prior to that, he obtained M. Com in Accounting from the University of Dhaka, securing First Class First Position. He obtained B. Com (Honours) in Accounting from the same university, with position in the merit list. He stood 1st position in the merit list in Commerce Group under the Board of Intermediate & Secondary Education, Cumilla.
Throughout his 30-year career in civil service, Dr. Yusuf held key positions in both national institutions and international development projects. He worked in different roles in Budget Preparation and Implementation and Treasury and Debt Management in Finance Division. He also brought necessary changes in preparation and implementation of budget of State-owned Enterprises (SOEs) as Director General, Monitoring Cell in the Finance Division. Before moving into the Finance Division, he served in various capacities in the National Board of Revenue (NBR), the USAID programme (as Customs Specialist), and the Bangladesh Foreign Trade Institute (BFTI) under the Ministry of Commerce. He also held academic position at the University of Dhaka and worked as a part-time lecturer at Monash University, Australia.
During his tenure with the USAID programme, he led the implementation of several core components of the WTO Trade Facilitation Agreement (TFA), including publication of Trade-related information, Authorized Economic Operator (AEO), Establishment of Enquiry Points, Customs Advance Rulings, Risk Management Systems, and Post-clearance Audit.
Dr. Yusuf regularly contributes as a guest lecturer at premier training institutions of the country such as BCS (Administration) Academy, BCS (Customs and VAT Academy), Bangladesh Foreign Trade Institute (BFTI), Export Promotion Bureau (EPB), Institute of Chartered Secretaries of Bangladesh (ICSB), Institute of Public Finance (IPF), and Bangladesh Institute of Management (BIM).
He has authored over 30 publications, including more than 10 articles in peer reviewed international journals. He also co-authored few book chapters. He is the lead author of ‘An Understanding of Human Resources: Cases from Bangladesh’. His research interests include Trade and WTO, Intellectual Property Rights, Climate Change, Foreign Direct Investment (FDI), Global Business, Value Added Tax (VAT), and Export Diversification.
Dr. Yusuf was a member of trade negotiations team of Bangladesh for negotiation of EPA with Japan. He attended 2nd Meeting of SAFTA Committee of Experts held in Nepal. He participated in the Regional Workshop on the WTO Agreement on Sanitary and Phytosanitary Measures for Asia and Pacific held in Taipei (2012), and International Trade Facilitation Course (Organized by the Singapore Cooperation Programme - SCP) held in Singapore.
He took part in various training programmes on Valuation and Post Clearance Audit held in Japan and China, Customs Classification, Insurance, Budget Management Specialist, Public Finance (Singapore, India) and Managing Capital Flows (IMF, India). Dr. Yusuf also completed training course on Macro Economics of Climate Change organized by IMF, Delhi.
